On behalf of the Organizing Committee, it is our greatest pleasure to welcome you to 2007 IEEE Congress on Evolutionary Computation (CEC), hosted at the Swissôtel The Stamford, Singapore, 25–28 September 2007. Sponsored by the IEEE Computational Intelligence Society, and co-sponsored by the Evolutionary Programming Society and the IET. CEC 2007 features a world-class conference that brings together researchers and practitioners in the field of evolutionary computation from all around the globe.

     This year we received 1115 high-quality papers (a record for CEC) from more than 70 countries. Many papers demonstrated useful systems with strong analytical and empirical analyses. Each paper was reviewed by at least two reviewers (most papers received three reviews each). Based on these rigorous reviews, IEEE CEC 2007 accepted 653 papers for inclusion in the conference program, which represents an acceptance rate of 59 percent.

     The highlights of the conference include:

  • Three plenary speeches by world-renown scholars— Xin Yao, Gary Fogel, and Simon Lucas;
  • Six invited talks by top-notch researchers — Jong-Hwan Kim, Peng-Yeng Yin and Fred Glover, Marc Schoenauer, Gary Yen, Robert G. Reynolds, and Hugo de Garis;
  • Thirty-one special sessions organized by domain experts that are encompassed within the technical scope of the conference;
  • Four competition programs including Neural Network Othello, Car Racing, Ms. Pac-Man, and X-Pilot AI;
  • Nine tutorials from fundamentals to state-of-the-art;
  • Seventy-two parallel sessions of oral presentations throughout a three-day period; and
  • Three plenary poster sessions for one-on-one interactions.

     A series of social functions are planned that include a welcome reception at the uniquely Asian Civilisations Museum (ACM), lunch & grant awards presentation, conference banquet, Women in Computational Intelligence (WCI) Reception and tour to the world's first Night Safari, which serve as a good channel to establish new connections and foster everlasting friendship among fellow counterparts.

     Apart from attending the technical program, you are encouraged to experience the magic of the Garden City, Singapore. Located at one of the most important crossroads of the world, Singapore is truly a place where East and West come together. Singapore hosts many interesting attractions, ranging from the theme park island of Sentosa, to the wildlife preserves of the Jurong Birdpark, Singapore Zoological Gardens, the Night Safari, and full of tropical flavor. For a more relaxed pace, dining and shopping adventures abound in this cosmopolitan and multicultural city-state, where people of different races live in harmony happily. Singapore also serves as the jumping point to other exciting destinations in Asia.

     Last but not least, we would like to express our sincere gratitude to everyone involved in making the conference a success.
